The succinct answer is: Yes, it is possible and will have access to the portuguese Golden Visa permit.
Law No. 23-2007 of July 4 and Regulatory Decree 84-2007 of 5 November gives that possibility. You can consult the website http://www.pgdlisboa.pt/ where you can find all (or most) of the updated Laws, Decrees Laws and Regulatory Decrees. This is a good option not to have to view a compilation of Legislation and make sure that the Law is in its current version.
